Devolution has shown the light on the challenge of agricultural finance wrought by the instruments currently formulated by banks and development actors, to finance agriculture. Smallholder farmers are over loaned, their earnings shoulder heavier weights than they can hold. Without cash flow, farmers are taking to cheap brews and families are breaking. Can interventions be formulated to address the debt burden of farmers? What can the collaborative framework of NAVCDP and PETS BETA do to help smallholders? This dialogue will explore the possible options.
